This booklet focuses on social capital, defined as relationships and connections between people that create feelings of trust, reciprocity, and cooperation. Community organizing is cited as one way to increase social capital. To incorporate social capital into public policy, some cities are tracking indicators that affect quality of life. Other cities have pledged to consider a policy's potential to promote social capital when evaluating local polices.
