Bringing Louisiana Renters Home: An Evaluation of the 2006-2007 Gulf Opportunity Zone Rental Housing Restoration Program , a new PolicyLink report, shows barely two in five renters can return to affordable homes.  The report evaluates the Road Home program outcomes, cites current challenges and threats facing rental developments, and makes recommendations to meet the challenges and achieve intended housing goals.


The Gulf Coast region is still in crisis:  the scope of physical devastation, the endemic poverty and underinvestment before Hurricanes Katrina and Rita, and the continuing impact of entrenched racial inequity make rebuilding the region both urgent and deeply complicated.  Philanthropy has contributed more than $577 million to the region post-Katrina.  While the vast majority of these resources were dedicated to emergency relief during the immediate post-disaster phase, many foundation executives and program officers have stayed focused on how to invest effectively in longer-term redevelopment—which, almost two years after the storms, looks like a decades-long endeavor.

Investing in Equitable Recovery:  Philanthropy Confronts the Historic Neglect of the Gulf Coast examines post-storm efforts to address the enormous needs of the Gulf Coast region by focusing on evolving and innovative partnerships among philanthropy, nonprofit organizations, government, and the private sector.
