This paper synthesizes existing research on land use and regional development and provides an analysis of the potential benefits of tax revenue sharing and equitable development for the Sacramento region. Revenue sharing legislation—known at the time as Assembly Bill 680—passed in the California Assembly on January 30, 2002. The bill proposed to address the inequitable sales tax distribution system in the Sacramento region; reward smart growth projects undertaken by local jurisdictions; and encourage collaborative regional development consistent with smart growth principles.

Though AB 680 subsequently stalled in the California Senate’s 2001-2002 session, supporters continue to advocate for its legislative principles. Building a Healthier Sacramento Region: An Analysis of AB 680 makes a compelling case for fiscal equity in the Sacramento region and beyond.
