New York City stands at a crossroads of opportunity. Communities across the city are set to change dramatically, as the city planning department and Mayor Michael Bloomberg’s administration undertake substantial rezoning plans that will alter neighborhood development patterns for generations to come. At the same time, local housing costs have spiraled, leaving safe, affordable housing out of reach for many New Yorkers. An inclusionary zoning policy—which would set aside affordable units in new housing developments for low-income and moderate-income residents—could help ease New York City’s housing crisis and chart a new course toward ensuring a diverse, stable housing stock that serves the needs of the all New Yorkers.

Increasing Housing Opportunity in New York City makes recommendations for using inclusionary zoning in New York City. Drawing on success stories nationwide, the report identifies five New York neighborhoods currently slated for rezoning and shows how IZ can increase affordable housing in those communities and whenever city neighborhoods are rezoned. The report builds a strong case for using IZ as a tool to ensure that the benefits of development will be fairly shared now and in the years to come.
