Benchmarks are important tools for tracking and measuring progress in policy campaigns and civic engagement efforts that target equity. Before a campaign or effort is launched, benchmarks can help shine a light on potential paths that equity advocates can pursue. During an effort, benchmarks can help to augment or refine strategies. After, benchmarks can help to identify key successes and ongoing opportunities for building equity.

PolicyLink is working with a wide range of partners in action research and equity advocacy to develop benchmarks across a spectrum of activities critical to equity advocacy. These activities include:

• Major phases of equity advocacy, including base-building, naming and framing, moving the proposal, and building, protecting or defending the outcome; as well as
• Ongoing processes in equity advocacy, such as leadership development, research, communications, and others.
