Senior Communications Associate (New York, NY)

Program Description
This senior communications associate (SCA) is responsible for helping to build and sustain the image and identity of PolicyLink by strategically using communications tools and strategies to promote equity and advance policy change to benefit especially people of color and people in low-income communities. The SCA is a critical member of the communications team and works closely with program teams to integrate communications strategy into program work for both internal and external audiences.

Position Responsibilities

  • Develop communications strategy in the context of policy change and in partnership with program team plan federal and state strategy; recommend use of print, broadcast, and online media tools to reach strategy goals and build the image and identity of PolicyLink.
  • Write or edit reports, articles, press releases and advisories, fact sheets, talking points, Op- Eds, blog posts/web content, letters to the editor, and social media.
  • Monitor and assess media coverage related to PolicyLink issue areas to contribute to planning and implementation of media strategy.
  • Stay current and informed about policy developments related to PolicyLink issue areas to identify appropriate media hooks, be an avid reader and keen observer of politics and policy strategy experienced in framing issues and developing key messages.

Qualifications/Skills

  • BA degree; minimum 8 years’ communications in nonprofit organization, preferably one associated with policy advocacy.

Organizational Overview

PolicyLink is looking for a highly skilled Program Assistant to assist the Vice President for Civic Engagement and two Associate Directors. S/he must have a minimum of 3 years of solid administrative experience, a demonstrated ability to work on a team, and a track record of accomplishments in a support capacity for busy executives.

Position Overview

The Program Assistant is part of the Administrative and Program Support Team at PolicyLink. S/he will have considerable responsibility for coordinating her/his work with the rest of the Operations Team.

Required Tasks and Activities

Administrative Support

  • Track, coordinate, adjust, and manage the very full and fluid schedules of the Vice President for Civic Engagement and two Associate Directors, including internal and external meetings, calls, deadlines and a fairly extensive travel.
  • Prepare materials as needed including agendas, summary notes, emails, power point presentations, reimbursements, etc.
  • Organize and maintain electronic and paper files.
  • Plan meetings and small group convenings.
  • Support staff as they prepare for presentations, trainings and development reports and memos. This includes conducting light research, editing, photocopying, document preparation and distribution.
  • Take notes, write correspondence, and conduct fact finding and information gathering.
  • Anticipate challenges and assist in resolving complex situations that arise without continuous guidance.
  • Collaborate with other members of the administrative team.
  • Assist with updating web-based materials.
  • Assist with general administrative work and telephones (as needed).

Database Maintenance

Update and maintain databases of contacts, research materials, and project files.

Layout and Editing

Assist with production of internal/external reports, including formatting, graphic production and text edits.
Assist PolicyLink senior staff with editing and producing written reports.

Qualifications/Knowledge/Abilities

  • Minimum 3 years solid executive level experience in challenging administrative support position required.
  • Excellent communications skills—both verbal and written—and comfort working with a diverse group of colleagues, partners, and constituents.

Director of Finance and Operations (Oakland, CA)

Program Description:

PolicyLink is seeking an exceptional, experienced, and dedicated Director of Finance and Operations. The DFO leads the finance and operations functions and coordinates closely with the technology department and human resources departments. S/he is responsible for the operations of both the Oakland and New York offices as well as for the integration of support functions with program and mission. S/he collaborates extensively with the Vice President for Strategic Direction and the Development Team with regard to grant proposal budgets, and reporting, as well as individual donors. 

The Director of Finance and Operations is a vital member of the Executive Leadership Team and participates in strategic planning and organizational development efforts.  S/he also serves as a trustee of the PolicyLink 401(k) plan. Additionally, s/he is a primary resource for both the Board of Directors and the staff regarding all areas of legal compliance, including governance and lobbying regulations.

The DFO reports to the President as well as to the CEO and Founder. The Operations team includes the Accounting Manager, Accounting Assistant, the Director of Human Resources and Administration, the Oakland Office Manager, the Senior Benefits and Administrative Coordinator , the HR Assistant and the New York Office Manager.

Finance Responsibilities:

  • Manage organizational budget, cash flow, payables, and receivables.
  • Lead annual organizational budget process and mid-year revision efforts; present financial forecasts and analysis and provide recommendations to Executive Leadership regarding budget and expenditures.
  • Ensure timely production of accurate, full accrual financial statements and project budgets.
  • Direct methodology and process for allocating expenses consistent with GAAP guidelines.
  • Collaborate with program and development staff on grant budgets and reports.
  • Collaborate with the Accounting Manager on the annual audit and Form 990 preparation.
  • Develop, implement, and monitor accounting, budget, and audit controls.
  • Act as primary liaison for banking, investment, attorney and insurance relationships.

Operational Responsibilities

  • Collaborate closely with the Information Technology Officer (ITO) to insure the integrity and effectiveness of critical technology functions and infrastructure. Work with the ITO to develop, implement and track Information Systems Policies and Procedures and the organizational technology budget.
  • Review all incoming and outgoing contracts for operations and program staff; responsible for maintaining accuracy and appropriateness of contract templates; sign all contracts; supervise maintenance of master contract file.
  • Partner with President and Executive Assistant to ensure compliance with all state and federal reporting requirements with regard to lobbying; research, update, and disseminate regulations to staff in this evolving regulatory area; responsible for enhancing organizational reporting and record keeping of these expenses.
  • Support Board of Directors with regard to record keeping and governance requirements.
  • Stay abreast of evolving area of nonprofit governance regulations and provide leadership to Board of Directors and staff to identify, develop, and complete governance changes as necessary. 

Human Resource Responsibilities

  • Collaborate with the Director of Administration and Human Resources with regard to recruitment, retention, discipline, internal deployment, best practices, and annual evaluation process.
  • Monitor all organizational policies to ensure compliance with changes in state and federal law.
  • Collaborate with the Director of Administration and Human Resources and/or the Senior Benefits and Administrative Coordinator to guarantee smooth functioning of all benefit plans and to evaluate cost-effective alternative providers.
  • Collaborate with the Director of Administration and Human Resources with overview of emerging human resource needs, best practices, research, and recommendations for specific methods of address.

Qualifications

  • At least 8 years of progressively responsible experience in financial positions with at least 3 years of significant management responsibility.
  • Demonstrated achievement in providing financial leadership, analysis, and strategic thinking in support of a complex, dynamic organization.
  • Experience with human resource and operational functions, preferably in multi-office organizations.
  • Proven ability to partner with development staff.
  • Thorough knowledge of both GAAP and non-profit disclosure requirements.
  • Experience with government contracts, cost allocation and development of indirect cost rates.
  • Significant experience with negotiating leases, contracts, and lines of credit.
  • Notable achievements in systems and policy development as well as in contributions to organizational strategy.
  • Excellent written and oral communication skills.
  • Commitment to inclusive decision-making and staff development.

Position Overview

PolicyLink is seeking an individual who can manage, document, and maintain program software systems to aid the completion of program deliverables. The Project Manager will work closely with the Team Leaders to design and monitor project plans and progress. S/he will track the timeline and resource needs while coordinating with the program leads across projects in order to resolve potential issues. This position also includes adapting project management software applications and models in order to optimize the productivity of the project(s).

It is expected that the Project Manager will have the capacity to understand our mission, culture, and resources in order to manage projects according to deadlines and within budget. This includes recommending resources for team members and others as needed including contractors and consultants in order to deliver projects according to plan. Additionally, s/he will also be responsible for data gathering and project troubleshooting within and across projects.

The Project Manager (PM) will be highly organized and will require excellent organizational and strategic skills to work across teams to create successful outcomes. Reporting to the Vice President for Strategic Planning, the Project Manager will support the overall strategic plan of the organization together with the Executive Team.

Duties and Responsibilities

  • In coordination with our program, communications, development, and finance team leaders, provide support for identifying deadlines and deliverables in a timely manner.
  • Managing and monitoring the project management software.
  • The PM will have an understanding of portfolio management and reporting.
  • Provide clear and concise reporting back to teams and Executive Team on a routine basis.
  • Identify solutions for managing workflow.
  • Work with team leads to identify project expectations to team members in a timely and clear fashion.
  • Translate and format project plans so they can be tracked with the project management software.
  • Report tasks and responsibilities to appropriate personnel.
  • Identify resources, timing issues, and conflicts within the project team.
  • Plan and schedule project timelines using appropriate project management tools.

  • Develop best practices and tools for project completion and management.

 Qualifications

  • 3-5 years' experience in managing projects from start to completion.
  • Clear understanding of Project Management setup including task and resource management.
  • Must have good written and verbal communications, presentation, and organizing skills.
  • Demonstrated ability to prioritize and handle multiple tasks and priorities simultaneously and with minimum supervision.

Senior Program Associate, Fresno Boys and Men of Color Project (Position located in Fresno, California-18 month position)

Program Description:

The successful candidate will work with a PolicyLink team dedicated to building a Boys and Men of Color (BMoC) Network that strives to improve the health and success of California's boys and young men of color in 10 years. Made up of leaders in three of the California Endowment (TCE)'s Building Healthy Community (BHC) Sites, the BMoC Network harnesses organizing and advocacy, communications, and partnership strategies to ensure:

  • Strategic alignment between BMoC activities and BHC efforts
  • Policy and systems change is implemented on behalf of BMoC
  • Capacity of youth and community leaders to undertake civic engagement and build public will to support policy change on behalf of BMoC and their communities

Under the supervision of the Deputy Director, who is responsible for the success of the overall effort, the Senior Associate will play a lead role in an 18-month capacity-building project PolicyLink is undertaking in partnership with the Fresno TCE Program Office. The goals of the project are twofold. The first goal is to develop and launch an effective Policy & Systems Change Strategy/Plan to improve the health outcomes of BMoC in Fresno. The priority focus of the campaign will be on moving the dial on key health indicators among BMoC in the BHC site and other vulnerable neighborhoods in the city and region. The second objective is to build permanent organizational capacity to ensure effectiveness and sustainability for the BMoC strategy.

A key strategy is to build on the outcomes of projects and leadership initiatives that are already underway in the Fresno BHC Site, in other neighborhoods, and within the city's various public systems. Therefore, the successful candidate must have track record building successful partnerships with diverse constituencies and between community and public system leaders.

Position Responsibilities:

Working collaboratively with other PolicyLink team members and TCE Program Directors and the BHC Hub Director, the Senior Program Associate will play a lead role in the following project activities:

  • Development of a unified assessment document that proposes a clear direction for BMOC policy work in Fresno that is directly linked to the BHC Fresno Logic Model and Plan.
  • Facilitation of collaborative planning among BMoC Advisory Committee members and partners to develop a draft BMoC Campaign Strategy. This collaborative planning process will include:
    • Development and management of Work Groups charged with developing desired outcomes for BMoC in health and safety, K-12 education and beyond, and community development and economic opportunity; and strategies to achieve these. The policy and systems change proposals developed by these Work Groups will form the basis of the Draft Plan the BMoC Advisory Committee will review and adopt.
    • Planning and facilitation of a two-day retreat to review, strengthen, and adopt strategies developed by the Work Groups. The objective of the retreat will be to arrive at a consensus on the objectives, strategies, and steps needed to advance the comprehensive BMoC work. PolicyLink and TCE will work together to identify a set of BMoC partners that will be invited to provide strategic advice and feedback on the proposal.
  • Plan and manage a series of training and capacity-building activities that are key to building a permanent local organizational vehicle to lead and sustain the BMoC work plan for the long haul. These activities will include: facilitating collaborative meetings; establishing collaborative governance models; advancing equity-based policy/systems change strategies; effective communications strategies; organizational advocacy campaign models.
  • Work with the PolicyLink BMoC Team to facilitate the Fresno BMoC leadership's active and mutually beneficial participation in the statewide BMoC Network.

Experience & Qualifications:

  • 5-7 years of professional experience in policy advocacy and equity-based systems reform, preferably in one or more of the following areas—health, education, violence prevention, youth development, workforce training, and community development.
  • A history of developing and implementing successful policy and advocacy campaigns and partnerships with diverse constituencies and interests.
  • Comfort and efficacy in communicating with and partnering with grassroots leaders and system players alike.
  • In-depth knowledge of the local and state policy process and advocacy strategy.
  • Proven capacity to work independently and also to build consensus and work effectively within a cross-departmental team.
  • Ability to work efficiently in a fast-paced environment that requires adaptability to shifting priorities, a keen sense of urgency, and a commitment to excellence.
  • Strong written and verbal communication skills and analytical skills.

Program Description:

The PolicyLink Center for Health Equity and Place weaves research and action into policy initiatives to ensure that everyone—especially those in low-income and communities of color—can live, work, and play in healthy environments. The Center works with a host of partners on efforts to push for policies that allow people to live in communities of opportunity. One such initiative—the national Convergence Partnership—is a collaborative of national funders and healthcare institutions seeking to create Healthy People in Healthy Places (HPHP) through multifield, equity-focused efforts focused on policy and environmental change. In regions and communities across the country, the Convergence Partnership is engaging a consortium of funders, advocates, and community leaders to build new collaborations to advance this agenda, particularly in the arenas of access to healthy food and the built environment. The national steering committee includes representatives from the W.K. Kellogg Foundation, the Robert Wood Johnson Foundation, Kaiser Permanente, Ascension Health, The California Endowment, the Kresge Foundation, and Nemours; The Centers for Disease Control and Prevention (CDC) serves as a technical advisor to the Partnership. PolicyLink serves as Project Director working to coordinate the various efforts underway and assist in strategic thinking about goals and strategies.

Position Responsibilities:

  • Serve as a thought leader, resource and support for national convergence activities.
  • Provide strategic guidance and support to local and regional convergence initiatives.
  • Track and assess model policy and environmental change strategies that improve food and built environments.
  • Supervise staff as appropriate and work with partner organizations to coordinate activities and events.
  • Build relationships with staff at foundations and other relevant groups to foster connections and communications between national partnership and regional convergence sites.
  • Conduct analysis to identify policy opportunities and assess strategic directions.
  • Create and oversee tracking and monitoring systems to manage TA requests, inquiries, and outreach efforts.
  • Develop memos, policy briefs, tools and other written documents; conduct trainings and presentations as needed.
  • Travel approximately twice a month.

Qualifications/Skills:

  • Strong experience working in and/or with philanthropic organizations. Minimum of 3 years of professional experience.
  • Expertise in public health and/or public policy, particularly in the areas of health equity, food and built environments, and other related fields. Minimum of 7 years of professional experience.
  • Master's degree in public health, planning, or policy (e.g., MPH, MPP, MPA).
  • Strong written and verbal communication skills and analytical skills.
  • Experience in advocacy, technical assistance, writing reports and articles, public speaking, and conducting trainings.
  • Demonstrated leadership skills and ability to work as a self-starting member of a team.

PolicyLink is working on local, state and national policies to improve access to healthy foods in low-income communities and communities of color. This includes advocacy for policies which support the development of all sorts of healthy food retail from new or redesigned grocery stores, to improved corner stores, to coops and community supported agriculture. In addition, we are promoting urban agriculture, developing policy approaches to enhance and expand innovative projects. The scope of work also includes a variety of research projects, and convening local, state, and national groups along with philanthropy, policymakers, and community leaders to assess challenges and develop solutions.
We are searching for an individual with deep knowledge of healthy food access and with demonstrated experience in food policy and advocacy on the local, state, or national level and, who, in partnership with others, will have achieved significant policy impacts. Our ideal candidate will have strong leadership skills, deep connections and access to broad professional networks and the ability to convene diverse constituencies. They should have a passion for improving the lives of low-income communities and communities of color and understand the connections between health and place. Additionally, we are looking for someone with strong communication skills, including facilitation and presentation skills. The associate director will be passionate, curious, team-oriented, able to work under tight deadlines, flexible, and dedicated to the PolicyLink mission. Essential Responsibilities:

The successful candidate will be a key staff member of the PolicyLink Center for Health and Place. They will work in collaboration with other team members to develop and implement advocacy efforts to improve access to health food at the local, state, and national level. In addition, they will reach out to the field to identify needs and opportunities for research, capacity building, collaboration, and support to sustain existing efforts. As appropriate, the Associate Director will supervise staff, work across other teams within the organization, and develop reports, proposals, briefing papers and other materials, as indicated. They will build relationships with staff at key foundations, and among practitioners, policymakers, business leaders, and other stakeholders. As needed, the Associate Director will make presentations and represent the organization at various meetings, conferences, and other events. They will be responsible for conducting trainings, participating in research projects, and providing overall coordination and leadership. This position requires some travel.

Qualifications/Skills:

  • Experience in public health and/or public policy. Minimum of 7 years of professional experience.
  • Advanced degree, such as MPP, MPA, MPH, or MSW or commensurate experience.
  • Experience with food access issues.
  • Strong written and verbal communication skills with demonstrated experience in writing reports and articles.
  • Strong analytical skills.
  • Experience with qualitative and quantitative research preferred, but not required.

Position Overview: 

PolicyLink is looking for a highly skilled Program Assistant to assist the Associate Director and Senior Associate working within the Center for Health and Place. The PolicyLink Center for Health and Place weaves research and action into policy initiatives to ensure that everyone—especially those in low-income and communities of color—can live, work, and play in healthy environments. The center works with a host of partners on efforts to push for policies that allow people to live in communities of opportunity. One such initiative—the national Convergence Partnership—is a collaborative of national funders and healthcare institutions seeking to create Healthy People in Healthy Places (HPHP) through multifield, equity-focused efforts focused on policy and environmental change. S/he must have a minimum of three years of solid administrative experience, prior experience working with foundations and/or government agencies, a demonstrated ability to work on a team, and a track record of accomplishments in a support capacity for busy executives. The successful candidate will provide administrative, programmatic, and research support and will have exceptional organizational and communication skills, good people skills, be able to manage multiple projects, be motivated to take initiative, pay careful attention to detail, and follow projects all the way through to completion. 
  
The Program Assistant is a non-exempt position.

The Program Assistant is an integral member of the program support team. S/he supports the mission of PolicyLink by supporting designated senior staff in their project work and issue area.
Additionally, the Program Assistant is part of the Operations Team at PolicyLink. While Program Assistants provide dedicated support to specific senior program staff members, they also function in other capacities and participate in other PolicyLink projects, as needed. Program Assistants have considerable responsibility for coordinating their work with the rest of the Operations Team and, through the Associate Director of Administration and Human Resources, with other Program Assistants.

Essential Responsibilities:

Administrative Support:

  • Provide administrative support to Associate Director and Senior Associate
  • Fact-finding, information gathering, and synthesizing for both general research functions and specific projects
  • Meeting and conference call coordination—inclusive of travel arrangements for multiple participants, logistics, and event planning
  • Note taking, correspondence, and required follow-up
  • Collecting and organizing relevant information about relevant issue areas, project activities, and case examples, particularly for presentations, trainings, and speeches
  • Photocopying, assembly, and distribution of documents
  • Customize and finalize contracts, using organizational templates, under the direction of supervisor
  • Plan, organize, and execute large mailings
  • Travel to provide logistical support at meetings and conferences (as needed)
  • Assist with general administrative work, telephones and front desk relief (as needed)

Qualification Skills:

  • Minimum three years' previous experience in challenging administrative support position required
  • Ability to communicate and interact comfortably and effectively with a diverse population, including foundations, government agencies and offices, and nationally recognized organizations—both verbally and in writing
  • Demonstrated ability and capacity to proofread and produce high quality documents in a timely manner
  • Ability to develop powerpoint presentations and talking points for letters and speeches
  • Ability to exercise good judgment and tact
  • Knowledge of standard office computer applications (MS Word, Excel, Outlook, PowerPoint, etc.) and standard office equipment, including multiple line telephone systems
