Victor Rubin, Senior Fellow, advises PolicyLink on knowledge-building activities and represents the organization in numerous networks of community-focused researchers. Victor was Vice President for Research from 2000 to 2019 and guided the PolicyLink analyses of issues in arts and culture, infrastructure, economic growth, healthy communities, youth development, and other areas. An urban planner with broad experience in community development, education, and social policy, he previously directed the US Department of Housing and Urban Development’s Office of University Partnerships and served as a director of community partnerships and adjunct associate professor of City and Regional Planning at the University of California, Berkeley. Victor holds a bachelor's from the University of Chicago, and a master's in city planning and PhD in planning from the University of California, Berkeley. He lives in Oakland, a city whose virtues he has appreciated and on whose behalf he has volunteered for four decades.
