PolicyLink is seeking an exceptional, experienced, and dedicated Chief Financial Officer. The Chief Financial Officer leads the finance and operations functions and coordinates closely with the program and operational departments. S/he collaborates extensively with the Chief Operating Officer and the development team to support grant and contract proposal budgets, and reporting, as well as individual donors.
The Chief Financial Officer serves as a trustee of the PolicyLink 401(k) plan. Additionally, s/he is a primary resource for both the Board of Directors and the staff regarding all areas of legal compliance, including governance and lobbying regulations.
The Chief Financial Officer reports to the Chief Operating Officer as well as to the CEO and manages the finance team.
- Manage organizational budget, cash flow, payables, and receivables.
- Lead annual organizational budget process and mid-year revision efforts; present financial forecasts and analysis and provide recommendations to executive leadership regarding budget and expenditures.
- Ensure timely production of accurate, full accrual financial statements and project budgets.
- Coordinate closely with Program to manage and monitor project spending.
- Direct methodology and process for allocating expenses consistent with GAAP guidelines.
- Collaborate with program and development staff on grant budgets and reports.
- Collaborate with the Accounting Manager on the annual audit and Form 990 preparation.
- Develop, implement, and monitor accounting, budget, and audit controls.
- Act as primary liaison for banking, investment, attorney, and organizational insurance relationships.
- Collaborate closely with the Chief Information Officer; VP, Communications; Director of Administration and Human Resources; and COO to monitor organizational budget and spending.
- Review all incoming and outgoing contracts for operations and program staff; responsible for maintaining accuracy and appropriateness of contract templates; sign all contracts; supervise maintenance of master contract file.
- Partner with Program Managing Directors to ensure compliance with all state and federal reporting requirements with regard to lobbying; research, update, and disseminate regulations to staff in this evolving regulatory area; responsible for enhancing organizational reporting and record keeping of these expenses.
- Support Board of Directors with regard to record keeping and governance requirements.
- Stay abreast of the evolving area of nonprofit governance regulations and provide leadership to Board of Directors and staff to identify, develop, and complete governance changes as necessary.
Human Resource Responsibilities
- Collaborate with the Director of Administration and Human Resources with regard to recruitment, retention, discipline, internal deployment, best practices, and annual evaluation process.
- Monitor all organizational policies to ensure compliance with changes in state and federal law.
- Collaborate with the Director of Administration and Human Resources and/or the Senior Benefits and Administrative Coordinator to guarantee smooth functioning of all benefit plans and to evaluate cost-effective alternative providers.
- Collaborate with the Director of Administration and Human Resources on overview of emerging human resource needs, best practices, research, and recommendations for specific methods to address.
- At least eight years of progressively responsible experience in financial positions with at least five years of significant management responsibility.
- Demonstrated achievement in providing financial leadership, analysis, and strategic thinking in support of a complex, dynamic organization.
- Experience with human resource and operational functions, preferably in multi-office organizations.
- Proven ability to partner with program and development staff.
- Thorough knowledge of both GAAP and nonprofit disclosure requirements.
- Experience with government contracts, cost allocation, and development of indirect cost rates desirable.
- Significant experience with negotiating leases, contracts, and lines of credit.
- Notable achievements in systems and policy development as well as in contributions to organizational strategy.
- Excellent written and oral communication skills.
- Commitment to inclusive decision making and staff development.
- Flexibility, finely-tuned sense of humor, and thoughtful responsiveness.
- Although not required, an advanced degree in accounting or nonprofit management is desirable.
